I used to have a big shelf built into my wall. It hung over my bed twin bed, which was flush with the wall at it's side. The shelf had chain supports coming down the sides, like an army bunk. I could stand on my bed and stack my toys on it, even at a young age. It was a good way to teach me to pick up after myself.
I also like the ideas already listed about getting a set of risers so you can slide shallow baskets in and out under the beds for storage of toys or clothes.

Get a captains bed for each child. They have drawers that come out from under the bed and you can store anything. If money is an issue, go to your local store and get the plastic underbed storage containers with flip tops and wheels for easy moveability. You can also put the bed up on those risers for extra height. You may also want to weed out some toys. Have your child(ren) pick the ones they don't want anymore and have them go with you to donate them to a church that helps children who have nothing. Or you could let them have a yard sale and let them keep the money they get for selling their toys. If you have a closet, you can fit small dressers in them. Check to see how much unused space you have at the top of the closet, you may be able to add an extra shelf.
