Is the installation of a gas boiler and flue a VAT deductable work on a listed building? If not, any idea what IS VAT deductable?

I've done electrical works in buildings where there was VAT exemption, that is, I was not required to charge any VAT. It was a listed building being converted from offices back to a house. Apart from that, the installation of a new energy saving boiler/ controls etc are rated at only 5% VAT, which is a saving on its own!
