I need to know if I would be charged long distance rates to call from the 905 area (Oakville, for example) to the is the 416 area (Toronto), or is the entire Greater Toronto Area considered a 'local' calling area?

It is NOT long distance from Oakville... It IS from other parts of the 905 (ex Newmarket, Port Perry).
It is also long distance from 905 on one side of Toronto (Ajax) to 905 on the other side (Oakville)

Oakville to the outskirts of Toronto, such as York and Durham regions, are long distance. Likewise, Oakville is about as far west as you can make the local call from - Burlington to Toronto is long distance.

905 in Oakville and 416 in GTA r local their is another code 647 which is also local
