First learn the language well from qualified persons. Then read good classics written in the language. Hear BBC news bulletins. Watch good English movies taken in UK. Have a copy of Thesaurus and Dictionary by your side and consult them often. Practice makes perfect. Best of luck.

The best way to learn the english language is to read, read, and read. and ofcourse if you do not understand anything you can always ask someone, but by reading you can learn alot.
