Can a us resident(not citizen) receive payments on his behalf and then transfer the money to India? What are t he tax implications?

Yes, but why would anyone wish to do this? We need more info on that. He will have to complete a Form W-8BEN for the IRS. Just be careful. This may lead to questions about where the business is controlled from. That is not necessarily a bad thing. Just be prepared for them to ask the question and keep good records to demonstrate the true nature of the arrangement. He will need to apply for an ITIN from the IRS before filing the W-8BEN.
