If you mean by scratch, forget it. Its a evaporated system to turn liquid into powder. If you want to know how to mix it, take 4 cups cold water, start with 1 cup powdered milk, shake hard and taste. add more to reach your desired taste buds. It has a lot different taste then skim milk. Mostly used in the baking industry in bread making. Was cheaper tom use then milk and has all the vitamins and nutrients needed. I am a baker and I use pounds of this stuff

depends how much u wanna make usually for a standard cut you wold out 1 1/2 table spoons of the powdered milk into the glass and add cold or hot water until the water lvl reaches the top..it also says how to do it on the back if you need to make more than 1 cup

Buy it. Not expensive. and it tastes much better if mixed with a small amount of regular milk.
If you mean how do you reconstitute it, mix it with water.
