It is not a first name. It means "descendant of Raghallach".

Riley as a Christian name can be from anywhere but if it is a surname Riley it is probably English and O'Riley would be Irish.

My son's name is Reilly, and I looked it up before I named him that, just because I wanted to know origin.

My son happens to have about as Irish a name as they come .. with a surname that starts with O'____!
