If you were to hire a professional, you would want a civil engineer. They would check for any obstacles beside or below the area onto which you plan to expand. A plan would be made and construction would be based on the plans. Most cities would require approval.

just by proper planning and implement ion, the roads can be made wide. The obstacles in the road widening is to be removed.
In Several cities this has been done and the roads are wide there.
Even the GT road has been made widen by removing the obstacles on the road.

insert "B" before road, the road becomes broad.
