Getting Loose has a few terms, depends on the situation. In exercise, it means to stretch out. In general terms, it means to get your mindset at ease. This is the way you would act around friends while drinking a couple of beers. The opposite is the way you would act around your boss or someone of authority. When you are "getting loose", this would be a time when you would do somethings you normally wouldn't do, like go right up to someone else and start up a conversation.
Hope this helps.
