Where are you? A hospital? Labor can last for days and the panting really isn't a good determining factor for the length of it. A lot depends on her pain tolerance and whether or not she has been in labor before. It is however very important that she not begin pushing too early. She will feel the urge but if she starts too soon, she will more than likely be worn out before she really starts.

10 hours is quite a long time especially if the first pup hasn't even come yet, the panting is a sign that she is struggling and tired, make sure you keep a big bowl of water close by so she can keep hydrated, once the first pup comes it could take a few more hours before the last one comes, i know you will get tired but try to stay up till the last pup has come or if something goes wrong you wont be there to help.

once my dog had puppies and i thought she was done after 6 had come and i went to bed, turns out she had one more after i went to bed and the mum didn't lick its sack off properly and it suffocated. so make sure you are there for the whole thing.

And if it looks like she is having any problems or difficulty you should call a vet straight away better to be safe than sorry. hope this helped = )

Pre-labor
Usually dogs increase their digging, restlessness, panting, and nesting behavior within the last 12 to 24 hours before whelping (about the same time their temperature drops below 99 degrees). She may refuse to eat just prior to whelping. You may observe some abdominal rippling or contractions, but you will not see your dog pushing at this stage. This stage can last up to 24 hours. Do not leave your dog unattended once her temperature has dropped.

Labor
Labor begins when your dog begins to push out the puppies. Sometimes dogs act like they have to relieve themselves and want to go out. Go out with your dog and watch her carefully. She may actually be delivering a puppy. Dogs can deliver puppies from many different positions, including laying down, sitting, squatting, and standing. Some dogs are silent while others grunt, whine, cry, or howl while pushing. Puppies can be born head first or rear-end first; each way is normal. Sometimes a rush of clear fluid comes out before the puppy.

CALL YOUR VETERINARIAN IF:

30-60 minutes of strong contractions occur with no puppy being produced.
Greater than four hours pass between pups and you know there are more inside.
She fails to go into labor within 24 hours of her temperature drop.
She is in obvious extreme pain.
Greater than 70 days of gestation have passed.

i hope this helps...good luck and best wishes

labor will last until the last pup is born. if your dog seems in distress in any way call the er vet immediatly they can ask you simple questions to determine if a visit is in order. and i hope you're a responsible breeder who just happened to miss this class on labor and delivery of puppies.

Has she had any puppies yet? You need to take her to the emergency vet before you lose her and all the puppies.
