Arcimboldo was born in 1527. He has painted several pictures of men where the body consists of fish. Take a look at "Water" here:

I think you're thinking of Jan Breughel the Elder's painting of Jonah and the Whale. The dates don't work exactly. Unfortunately, it couldn't be Hieronymous Bosh because he died in 1516. On the other hand, Breughel the Elder wasn't born until 1525, but I still think you must be thinking of Brughgel's Jonah and the Whale painting.

Another one by Brueghal is The Fall of Icarus. It shows Icarus after he has fallen into the water. He is being swallowed by a fish. You have to look at the lower right of the picture to see this:

I think the artist was Guiseppe Arcimboldo. Born in Italy in 1527 he is best remembered for his paintings of grotesque figures composed of fruit, meat and vegetables. he died in 1593.

I'm not sure but it could be Pieter Brueghel the eldest (his paintings are full of symbols) or Hieronymus Bosch, the very first surrealist painter.
