I've never been able to make my cat laugh, but he smiles, especially when squirrels or birds are outside. Sometimes when he is being really naughty he makes a sound that's a cross between a purr and a meow. Maybe he is laughing then, but he does it on his own. Cats are pretty headstrong, so I don't think you can get them to do anything unless they want to.

Try taking a piece of string and tie something (ribbon or a piece of folded up paper) to the end of it. Dangle it above kitty's head and when he/she tries to grab it pull it away. Kitty will be laughing in no time from the fun.
