On tv places like India permit people to traavel atop buses and trains. I personally saw it in Cambodia. The buses are flying down the road at only 40-50 mph.

The people on top are sitting among their bundles like bicycles and even bananas. Never heard about them falling off. I never saw a policeman stop them and when I asked a local, they just said that there are no rules and it is a country of new found freedom.

I accepted their answer and took some pictures for my collection.
One day maybe countries advanced like the US would adopt these new concepts to save the environment by maximizing fuel usage.

It will take time to inculcate a safety culture in developing countries. Individuals or company's needs currently outweigh safety considerations to the point of the blatently risky behavior you have witnessed.
The imporved safety will have to come at a price in that transportation costs will rise accordingly as the service becomes safer and more comfortable for the individual. It is tempting to 'lecture' other people when we see something that we wouldn't see at home, but that should be avoided as a matter of respect for the fact that it's their country, plain and simple.
I don't think developed nations will be readopting risky practices to promote fuel efficiency, but there are plenty of other things they should be doing.

It's very dangerous, especially if you are carrying something. There's nothing to hold onto. There's so many accidental deaths in India that there's not any great importance placed on it except for the people who are near and dear to the accident victim, so you will not hear of them unless it happens to a great number of people at the same accident.

Let's see. 13 foot tall bus meets 13.5 foot bridge. Passengers without heads. Yeah, I'd say it's dangerous!

You obviously didn't spend a lot of time there. People fall off and get knocked off all the time, often with devastating results.

Poor people are always wittier and cleverer than rich people, when it comes to solve practical problems, though they may not look that way!!! It's certainly dangerous, but they are careful! Much more careful than cuties sitting behind a computer in rich towns!

the respond isn't ordinary. If the dashing rises to the point of an definitely misdemeanor offense, at the same time with reckless driving, racing, or another misdemeanor, then you definately could be arrested, not basically ticketed. doing ninety 3 in any velocity zone will definitely upward push to the point of reckless driving.
