And which is more environmentally safe? What's the big deal?

Paper is safer, it breaks down. Plastic is around forever. Scientists have
studied the affects of plastic in the ocean and the plastic breaks down
into what is being called Mermaid's Tears(little beads of plastic residue)
it is harmful to fish as they swallow it and to think your next fish meal
will have some in it.Anyway you look at it plastic is bad. Paper is at
least renewable and biodegradeable.

Paper would be a better choice.

As people have said already, paper is biodegradable and can decompose over time. If you have one of those blue recycling bins, it's easy to dispose of the bags so the paper can be reused to make more bags or other products. Already, most paper bags say that it is made from recyclable material anyway so you don't have to worry too much about the tree problem.

If you dispose a paper bag and a plastic bag in the normal trash bin, even if a the paper bag flies off, it is safer than the plastic, which is a leading cause of several animal deaths anyway.

Plastics are more environmentally safe if properly disposed of. The amount of energy required to make plastics is less than paper. You have to kill trees to make paper; trees that are the homes of birds, insects and other living beings. Also in a user's perspective, plastic bags won't suddenly break on you like paper does.

Paper, because it can be recycled.
Plastic doesn't disintegrate.
The big deal is that if you want your great-grand children to be able to breathe without a respirator we have to start caring about the environment now.
Bag choices are a very small but important step.

Yes paper is natural and can eventually decompose
Unlike Plastic.
