Wheel dressing shouldn't be under taken by a person without the correct training. Don't mean to sound negative but if a wheel blows up in your face you can do some proper damage. I've seen it happen its not nice :-(

A diamond. It is an industrial diamond set in a steel holder used on precission grinders. For offhand grinders it is called a wheel dresser.

I know of two kinds.
One has a of bunch of hardened steel wheels on the end of a handle, the other has a diamond on the end of a handle.
