It means he wants you to find out firsthand whether or not he's a good kisser!
There may or may not be truth in this advertisement. There's only one way I know of to find out for sure!

Usually its just a safe way to flirt. Instead of saying "I want to kiss you" he says "I'm a good kisser", maybe hoping that you take the que and say, "Yeah, well I'm a pretty good judge, why don't you show me?"
The other option is that he's so egotistic that he thinks he's the bomb and proceeds to tell everyone about it. If his other actions suggest that he's this type of person than you don't want him.
Otherwise, he was most likely flirting. If you like him, just next time say "You know, I've been wanting to try out this new kiss and thought that since you said you're a good kisser, you could tell me if it's any good." You know, something like that.

Saying this doesn't mean he IS a good kisser. He is a great bragger. It also means that he may be quite full of himself!

Sweetie, probably EVERY guy says that... Are you interested in buying the Brooklyn Bridge? I happened to inherit the bridge from the second cousin three times removed on my mother's side, and I am sick of collecting all of those pesky tolls.

depends on what you two were talking about, if you were flirting and he said hes a good kisser than yeah he was probaly hinting somethin to you.

sounds like he wants to kiss you, unless you are discussing things that involve kissing, he is bragging
