I would call the local health department. I'm sure they can tell you how to go about doing that.

DO NOT put it in the trash. Hospitals collect that stuff and have it incinerated. contact your local health dept.

wear rubber gloves, use clorox, and paper towels and clean it up and bag every thing double and put it in the trash.
