Well I was told by someone my age that they look because its oddly attractive and that they try to see the womans nipples if they're hard or something. Its weird

Well there could be a number of reasons for this:
a. the person is under confidant to look the lady in the eye and tend to look elsewhere
b. He wants to see if he can see any more than the clothes already wrap and also to figure out whether she has a bra on or not
c. They are outright flirts or cheap guys whose primary job it is to stare
d. Basic curiosity and once imagination kick in then there is no looking back
e. A thing of beauty is after all a joy for ever so why not??
f. Last but not the least to be doubly sure whether she is to be labelled a Manchester.....after all since when did women have chests??

Biological perspective says it is a Biological urge to find a female capable of supporting young in order to impregnate her with the best chance of your children surviving in order to carry on your genetic line.
Freudian perspective says that it has to do with being weaned from your mother.
A behaviorist would say that it is because we are either taught to look at womens breasts or because we have learned that good consequences occur as a result of said action.

I like looking at women's chest, it makes me think that womens have small chest coz, it is w/ boobs. "Does the women's chest sweat becoz of the boobs?" Somthin like that.
