From the Old English "bicce" or the Middle English "bicche". Variations of the word in reference to a female dog have been around for centuries. There are also a similiar word with the same meaning in old Nordic languages.
I think it has been used as an insult/verb possibly as far back as the 1500's.

OMG sweetpea looks just like me!! the word ***** was used for a dog before the insult came along. people called each other bitches because calling someone a dog was insulting and men were favoured in those days, so they called a female a famale dog.

It was the proper name for a female dog before it was a derogatory term for a human.
