Sounds like a possible urinary track infection or also a deadly virus and starts w/ a P, my cat had many years back same symptoms . YOU MUST SEE YOUR VET or Holistic Doctor immediatly. Outside is a for sure death sentence!!!!

first of all, it is never ok to put a cat out when it is going to be that cold out. Cats do not usually pee outside of the liter box they are too clean for that so if your cat is peeing all over the house then that is a huge sign that there is a serious problem. Your cat could have a urinary tract infection or a failed kidney. If you are worried about the cost of taking your cat to the vet, then you can call around and there are many places that will help you out. They will figure out a payment plan so that your cat gets the help that it needs. I strongly suggest you take that cat to the vet. You said it was also sneezing which could be an upper resportory infection which untreated could have caused some other serious problems such as urinary tract infection or kidney failure. I really hope that you do the right thing and take your cat to the vet. I also hope that until you do you make your cat as comfortable as possible. If your cat is peeing everywhere, he/she most likely has a urinary tract infection which is EXTREMELY painful, especially when it turns into a kidney issue. So everytime you get mad at him for going to the bathroom, not only is it making the pain worse, but he doesn't care to listen to you when you say no because he's not feeling well. Putting him outside is not teaching him any lesson.
I had a neighbor once who did not understand why her cat kept meowing loudly and peeing everywhere. She did not have the money, or did not want to spend the money to take "Kitty" to the vet and underestimated how sick "Kitty" was.
Kitty passed away and for months after that my neighbor would cry because she felt so bad and responsible.
I would guess that since you are asking this question, you have a guilty conscious about what your cat is going through. It may be worth bringing your cat inside and taking it to the vet ASAP to avoid a lifetime of guilt.

A cat who is urinating everywhere most likely has a lower urinary tract infection and needs to be seen by a vet quickly. Cats who have lower urinary tract disorders may have partial blockages and can die within 24-48 hours if not treated.

Do you really have to ask?? Of course it is wrong!! He is sick, probably a urinary track infection which can be fatal if not treated soon.
He sounds like he also has an upper respiratory infection as well, with the sneezing and weakness.
He needs your help to get him some medical care ASAP.
Hope he makes it. He doesn't need to die this way.

You can't afford a vet, right? Well, try putting him in one of the rooms in your house you either don't or rarely use. Put a litter box, some food, and some water where it's accessible. It may seem cruel, but close all exits after putting him in. Make sure it's a small room, too. Go in every few days and love and cuddle him so he doesn't feel rejected.

You've got to be kidding me! Maybe you should think twice about owning pets until you develop a level of maturity which will allow you to take care of one properly. My outdoor cat has a heating pad on top of a thick foam cat bed inside an insulated box, inside the garage. I bring her into the garage and close the cat door at night so raccoons can't get inside. Take your cat to the vet right away.

Your cat is very sick and besides having an infection in it's urine,it also probally has a urinary tract blockage. If not treated soon with antibiotics, it will get much worse and possibly fatal.
