When you get your pics developed, where ever you get them developed, tell them that you want them to be developed digitally on a CD. Then you'll have immediate access to a jpg of your photos without having to use Photoshop. But, let's hope that the site which you're uploading them to doesn't require that you have them in a format smaller than what they were developed onto the disc in, then you're out of luck and you're going to need some piece of software to change the format/size of the image files.
Microsoft Picture It! maybe if you don't have Photoshop. Even though, Photoshop kicks some Microsoft Picture It!'s butt.
