You're in for a long and lonely life if your too afraid to love someone because you're scared of getting hurt. Loving might be a mistake but it's a mistake worth making.

It's good that you were honest with him, if you don't love him than he shouldn't think that you do. But if one day, you want to find the right person for yourself, then you're going to have to tell this person that you love them at some point, and not be afraid. Sometimes you get hurt, and you're going to have to deal with that.

Just be honest. It was good that you didn't say "I love you" since you didn't mean it. Explain that it may take some time, and that you are just worried about getting hurt again. There is no shame in the truth.
