Also, how much of the oxygen delivered via nasal cannula is breathed in and how much is not? Does a person on 2 liters oxygen really get that much in?

About 20% oxygen, 80% nitrogen. I have heard we absorb about 5% of the oxygen we inhale.

breathed in = get to lungs - it depends on how deep the person is breathing, since the slack in the nose and throat makes up a greater or less percentage of each breath.
on 2 liters of oxygen - that is 2 liters per minute and the amount that the person gets in the enriched air stream depends on how deep they are breathing. The O2 is not normally forced into the lungs.

100% of the oxygen we breathe comes from the atmosphere. Where else would we get the oxygen from?

Several people have pointed out that ambient air is around 20% oxygen.

If the oxygen content drops to 17% you can actually lose consciousness and die.

At sea level its about 20.7 % O2, the higher you go up the less O2 there is available to you its still there actually its just that the molecules are further apart, this can be easily explained and understood by looking at partial pressure of gas.
