First answer...because it is a Theocracy, ruled by the Theocratic Government.
The second question...you are trying to apply earthy things to the heavenly spirit realm we know very little of.
God is the one who chooses people from earth not our say.
He reads hearts we can't.

Are you advocating democracy or anarchy? Does democracy imply that there is no law? What if the inclination to sin is caused by mortality? What if sin is actually compulsion? In that case heaven would be the ultimate expression of civil and religious liberty.

What's so great about Democracy anyway? Its just another form of socialism. Rule by the majority is the only way to guarantee that every decision is completely wrong - it eliminates specialization and sacrifices the rights of the minority.
