I want to marry girl from mexico. She is strong willed knows what she wants from her man. How long before she can be American wedding in April

If you have your passport and F-1 papers you can get married in Mexico. Then apply for her to come in as your spouse. It will take quite a while though to get here to the US.

You probably won't be able to pull off a legal wedding in the US in April.
Here are your choices:
Apply to have her come to the US on a "fiancee visa" -- this takes roughly 5-6 months to process all the paperwork (assuming there are no problems), after which she can legally enter the US, and has 90 days to be married to you and apply for a change of status to permanent residence as your spouse. She can stay in the US with you (but can't work) while her change of status is being processed.
Option #2 is to get married whenever you want to in Mexico (or any other country that both of you can travel to freely), then back in the US you apply to have her enter the country as your spouse. The spousal visa takes longer (anywhere from 6 months to 2 years), and she can't come live in the US while it's being processed.
Go go a google or yahoo search on "fiancee visa" and you'll find the paperwork you need to start.

K-1 visa will be more paperwork, initially, but will get her here faster.
The spousal visa is less paperwork at the beginning but takes longer for you to get her here. Then when she gets here, lots of paperwork.
I know you would think that being your spouse would get her here faster but it doesn't. Why? the government has more power over a fiancee than a spouse, once they are here. In other words, if there is a problem, ICE can boot a fiancee pretty quickly, compared to a spouse (more legalities here)

But on a serious remark, I am glad you are getting married to that girl. My best wishes for both of you. If you marry in April then it will probably be a thing of about a year and a half or so to become an American. I'm not sure on this but it sounds pretty logical. God Bless.

she becomes a permanent resident, if not one now, as soon as you say the i do's. then she must meet the qualifications to become a citizen. learn american history, government, english proficiency, and pass the requisite tests and meet some other requirements before taking the oath.
