Alert!! you have gotten some bad advice. Don't use vaseline or baby oil. Petroleum and Mineral oil based products are bad for the hair not good.

Olive Oil treatment- for a hot oil treatment, gently heat oil and apply to hair (for kids make it a temp. that will be comfortable for them) . Cover with towel or shower cap and leave on for 10 - 30 minutes.

For moisturising hair and scalp try Hair Lotion, also try using a moisturising conditoner and shampoo.

List of Products I recommend:
-BB Oil Moist Hair Lotino with castor oil and aloe ( I use this almost daily, best Hair Lotion on the market and its affordable)
-Sofn'free n'pretty Shea Butter Shampoo
-Africas Best Kids Org. Combo Cond 15 oz. w/6 oz. Shea Shampoo
-Always use latex rubber bands to prevent damage

Have you tried rubbing baby oil in its hair, it will put moisture in the scalp or you can use a dandruff control shampoo but be careful of the eyes. Like pert plus dandruff control starts working after a few days of using it. Always use one kind of shampoo, dont keep switching that will cause the scalp to dry out also. Hope this helps you out some.

I would use vaseline because it has not fragrance that may irritate a child's sensitive scalp.
