Start treating her like sh*it. Women love being treated like sh*it. They will do anything to please a man who treats them badly.

What's important is that you tell her how you feel. A nice card or short note should do the trick.
Don't try to pressure her by demanding her to decide how she feels about you. Just put your feelings out there and let her take time to think about them.
Devote a little time by trying to learn more about her. Be there for her when she needs to talk, cry..whatever. In time, you will have won her heart.

As the others stated, be honest, loyal, sweet, funny, sincere and I'd advise not too many compliments. Yes, tell her she looks pretty, you like her hair, you enjoy being with her, you find her delightful, etc. but if you over-do it, she might feel uncomfortable. Give her little, and I stress LITTLE, gifts. Not every time you see her, of course, but every few times. Eg. A special chocolate, one rose, a romantic card, a CD, something to add to her collection (eg. butterflies), etc. And never, ever, miss a birthday or Valentine's day. And don't give her a gift card......
