Have you tried to just get a grout remover tool and try to take out the excess grout? Then clean the grout well with vinegar and water. Let it dry well and hopefull reseal it. This should take care of the way it looks. Hopefully! I wouldn't pait the tile and make it worse thatn it is. Painting will make a mess, you'd have to seal the paint and eventually it will peel and....you really should just fix what you have and let it be. you may be able to put a colored grout in when you take the old out that may help with the look of it all. Good luck. Talk to someone at Lowe's or call a tile place and ask about removing the grout, how it's done and do it yourself, it won't all be removed, just enouth to add a layer over it.

sealer for tile costs around $100, that's why he is trying to make you do it. i would first try and see if you could get them to remove and redo. i painted a tile backsplash in my old house and it looked nice. it was blue and i am just not a blue person. you have to get special paint and a certain kind of brush but it is not too expensive. find someone at home depot who knows what they are doing and they'll find you the right stuff. doing it yourself is much much cheaper than hiring a recoating or reglazing company to do it. BUT in another house i had a company re-coat my white tile counter top and backsplash. the backsplash stayed nice looking but the countertop ended up chipping and scratching because it was used and cleaned a lot. you'll still see the grout lines under the coating so the imperfections will still show up. getting people to redo bad work is really hard, i feel for you!

Yes, the basic drywall will hold the tile just fine. You didn't even need to waste time and money on the sealer. Backer board is only required on a floor or counter top where weight will be placed on the finished surface. The backer board is used to stiffen the base and prevent flexing. This is not needed on a wall. Good luck back splashes look great when completed.
