Just like every other country there are friendly Canadian (like me!) and not so friendly Canadians. I've heard that there are a higher percentage of friendly people in Canada compared to other countries, but since I have nothing to prove that against, I could have to say - generally yes.
Compared to the US, some countries consider Canada more friendly due to the following:
In North America, 74 percent of Canadians are pro-immigration. Opinions are more divided in the United States, where immigration rules have become stringent following the September 11 terror attacks in 2001. Forty-four percent of Americans do not support immigration.

They are like everyone else all over the world - some are friendly and polite, some are not. Never believe stereotypes, people just like to categorize.
If I had to generalize, I would say that Americans and Canadians are very friendly and open on the whole, which sometimes makes Europeans think that they are gullible and stupid. We are just friendly that's all. Probably why immigration to both countries has always been high.

I agree with everyone else here, on the most part Canadians are pretty friendly and (outside of the big cities) will bend over backwards to make a visitor feel welcome.
Multiculturalism is very big here.....compared to the US for example. I was in Philly "city of brotherly love" this past spring and I tell you I could really feel a racial divide..no brotherly love ..never once felt that here in Canada....

Actually we really are. I have been living overseas on and off for the past few years and I am really noticing it here in Europe this time. Not that they are so rude it is just that Canadians tend to be very outgoing not to much extremely polite and conciderate. We always say please, thank you, excuse me, and let others go ahead of us. This can work against us when we travel because other cultures are used to the "every man for himself" policy. We are like a combination of Arabs, who are very polite and Thais who are very friendly.
Just watch out because we are also very sarcastic

I was in calgary in feb of 2006 and didnt want to come home i was made to feel at home there and i met some great people two of which were of the blackfoot or siksika nation. I even got to stay on the reservation one night was cool.
I am now saving up my funds for a return trip this summer and cant wait maybe catch some of you guyz there.

Yes they are.I make my Holidays there every Year ( I`m from Germany ) and they are friendly to me and also when I drive over the Border to the USA them are also friendly to me.And by the way all over the world you find friendly people and not friendly people.

Canadians as a rule are very polite and hospitable. If that is what you mean by friendly, then yes!
If, however, you mean open and willing to be known and establish friendships ... they are more reserved and formal than most Americans are, and it takes longer to establish friendships, and get to know people.

ya i would have to say the majority are. unless you come across a city punk or a really depressed goth or something. but something I've heard is that Canadians tend to be allot more sarcastic then others.lol
