You have not said what type of sink you own, it sounds like you have a frame-rimmed sink with an enamel finish or something similar. The metal strip you are referring to is called the mounting frame, this channel holds the sink to the countertop with screws or lugs from below the sink

I'm not sure but it maight be a sink moulding or edging, not sure of the terminology.
