Come on really think about it....is it really cheating?

Well, if i were in a relationship and found out my boyfriend was doing just that, I'd be really annoyed, not to mention jealous and, also suddenly develop a killer instinct to find out who the girl is and hunt her down lol. (jealousy is natural among women guys, you have been warned :P)
So even though it's not the actual physical sex, it's still cheating. Also, this isn't just limited to phone sex either, it can also be cyber sex, or SMS mobile texting.
I admit, I've been on the other end of phone sex a few times (ages ago though), and sometimes cyber sex too, where the guy in question was the cheater, and me being the "other girl". Of course, I don't approve of this, as much as I want that guy to break up with his girlfriend (he was an ex of mine whom I wanted to get back with). I can honestly say that I've told him that he's cheating with his girlfriend, and that she wouldn't like it if she found out too. I've also threatened to tell her once, but he doesn't really care. I think it depends on who the cheater was too, and just how flirtatious their conversations are.
So my verdict is, yes, it's cheating, but sometimes it's not cheating, if you kind of understand where I'm coming from...

Well yeah it's cheating. If your committed to someone,
and having sex over the phone with someone else,
that is cheating. Period.
Have you ever had phone sex? Your not exactly discussing the weather..lol

It is very dishonest. I would consider it cheating. I think when you are in a relationship you should not look outside for emotional or sexual relations. If that is the problem something is missing and you may not be happy and you should figure out why you have to have phone sex. It seems like maybe it go deeper than self-fullment.

The fact that your partner shows he/she is interested in someone of the opposite sex and has phone sex with them, it would bother you.At least it should.
Some people consider it cheating.
Some don't.
I consider it disturbing and I'm neutral about it, but I'm leaning towards the "It's Cheating" side.

If it's not sex then why did you call it phone sex? That should answer your question. Is sex cheating?

I do think so because you are sharing personal sexual emotions with someone else other than the person you are commited to. If this was something your boyfriend was doing with someone else wouldn't you feel violated or bothered.

Yes. It is emotional cheating. If you have to hide it, it's bad.
