Usually African-American and women of mediterranean descent have the darker pigmentation around their mouths. Birth control pills can also cause this, believe it or not.
The best thing you can do is use a super emolient night cream just on that area every night and then use a concealer mixed into your foudation to even out the area around your mouth. The concealer should be just slightly lighter than your skin tone - barely so, not drastic at all.
This should work.

You may wish to consult with a dermatologist. You can also try an over the counter cortisone cream. They are safe and are used for many skin conditions. Don't use the maximum strength as it seems that your skin problem is mild and seasonal. Alot of skin conditions are better or worse depending on the season.
I suffer with ezcema.

It might be an allergic reaction to something. Visit your Dermatologist so that you both can find out what is causing that.

You can moisturize it.. put lotion over it every few hours through out the day. (use a pumice stone and exfoliate it with that.. gently though.)

Sounds like Seborrhic dermatitis..But check with dermatoligist just in case..

Use a good moisturizer such as olay definity lotion with SPF or olay regenerist ...... its the best.

ummm did you see a doctor? you might want to... it could be sumting serious... i hope its not but get it checked out and if you did then i have no idea... sry!

Sorry, I dunno, but if you have prescription acne medicine, that might be it. I seem to have that problem also, and the prescription makes your face dry, like when you get a sunburn, to rid acne.
