It seems as though you're already in an online network marketing opportunity, but are more successful offline.
Perhaps if you had a video stream on DVD (of you "selling" your product), you could mass produce it, and just give them away.
Or package the DVD and the sample together, and set up a marketing campaign with a store to "play" the DVD near a display of the pre-packaged DVD & sample (with your contact info, ie. business card). The store could earn a percentage of sale, or you could just rent the space from them.
You could also advertise in newspapers/pennysaver for free samples.
Just be creative. Think of all the events/places that a large group of women (your target market) would be at.
Weddings, Bridal Showers, Baby Expos, etc.
Set up a marketing campaign for each one. It might be a kiosk at expos, free wedding (or party) favors, etc.

I guess you are in cosmetics market. I think you should research what major cosmetic firms are doing to market their goods, and try to duplicate them. As far as I know, cosmetic firms use these tactics:
1-) They use associates to market their products. Associates are ordinary people who sells the products in return of a commision.
2-) They set up their own shops to sell their products. In this way, you can contact you customer more easily and thoroghly. A customer who does not know you would probably not buy from your website.
3-) They can sell via major cosmetic retailers. However, considering that you are a new firm, this is probably not an option, unless you have some really good contacts. Major retailers would not buy from an unknown, newly found firm.
4-) They sell via telephone and mail-orders. However, this option needs some legal advice. Different countries may have different codes on the sale of cosmetic products via these channels.
