Knee caps are just cartilige that forms over the "knees" as additional protection. Not everyone has Knee Caps. They usually start to form between 2-5 years of age (or so science says).
Therefore a Knee Cap makes no effect on a person's height.
There are some conditions and some people that their height is slightly dependent on Theigh and "Shin Bone" growth. However these are not the norm.
A "Black Person" is taller or shorter based on a combonation of Genetics and Disorders. Just like in a "White Person" or a "Red Person" or a "Yellow Person".
Genetics are a very important factor. Different regions have a majority of genetics giving a certain height,.. this does not mean ALL of the race those people are part of are that height,.. or even everyone in that region. Some Examples: Although Asian and Native Americans are considered short and therefore Sterotyped as all are, India is considered part of Asia, there are Native Americans that where the males are normally 6 feet tall, there are some Japanese that find themselves over 6 feet tall on average because of their Genetics.
Further more Migration is an important factor into Sterotypes being unstable. A good example is the image of Japanese today, is based on current Japanese... or the favor of the Waff Little Asian Girl. The truth is the Original Japanese Genetics have been bred out over the years, they were white with a type of structure that some scientist believe could be it's own category ( Not Cacauisn, not mong- I forget the spelling,.. and I forget the word for the type your use to seeing in Africa >.< ). The Immgriant of Chinese (and some other regions) has had a dramatic effect on the Genetics and appearence of the Japanese.
Anyways,.. get new friends, increase your social circle, abandon Stereotypes and these Racist Thereoies.

I have NEVER hear of that before and I'm a therapist. The only difference that I know of is that African American women have a greater chance of developing osteoarthritis of the knee than Caucasian women, by some studies. This is partially due to racial differences in the distribution of body fat. Also, there are racial differences in body proportions. Blacks have a greater tendency to have shorter trunks and longer extremities than whites. But the knee, itself, is made up of bone and ligaments with no known difference in size or rate of growth that I'm aware of.
