It means she wants you to know she likes you but is to shy to talk to you. She wants you to take the first step. She maybe afraid you will reject her if she makes the first step. If you just want to be friends with her then tell her gently that's all you can be right now. Don't ignore her. We hate that. Maybe that's all she wants from you to. Be a man take the first step. Smile, say hi or just wave. Things like that make breaking the ice a little easier. Good Luck:)
