good or free dvd format convertors?

i downloaded 4 movies on the internet. when i went to put them on to dvds they were in the wrong format. i dont have the money to spend on a convertor program. is there a way to convert them without a program and if not are thgey any programs that are free. *by the way the formats are avi and mpeg*
