It is license. Many people just don't know how to spell it.

Half the people in here spell "does" as "dose" so that should tell you something.

Licence is the correct spelling in Canada and Britain. License is the American spelling.

It's just a matter of where you are in the world (The US, UK or Canada..) just like colour/color recognize/recognise etc.

i just checked licence on my spell check, and it said license. as well dmv.org classifies it as license. best of luck.
