If it is the oldest style Neon (94-99?), all you have to do is pull up on the entire dash cover. The cover is held on with about 8 metal snap clips. Starting with the driver side corner, closest to the seat, pull up on it with your fingers. The trim panel for the insrtument panel comes up with the cover. Keep doing that all the way across to the passengers side, then tilt the cover toward the windshield. It should come right out. It is the simplest dash I have ever removed. It is even easier than a door panel.
