it be hateful of me to stop someone sitting on a stump and pantomiming steering motions that he needs a car to get to Canada to save his life? Is it mean and spiteful, or kind and loving, to point out that his stump is not really moving?

No, It is OK. That is how we all drive up here. It is to cold in the winter for cars to start and in the summer the mosquitoes are too thick and full to drive through..

Oh goody - a "Isn't it my duty to save the heathens?" question.

Unfortunately, your analogy is flawed. A better analogy is this:

A group of atheists are walking in the forest when they come to a clearing. Before them is a crossroads of thirty paths, each one leading away into the forest. Each path has a man standing on it, totaling thirty men in all.

The first man shouts at the the atheists: "Stop! Be careful! All the paths in this woods have poison ivy, except for the path that I'm on. Come and take the Christian path and you'll be safe from pain and suffering!"

The second man shouts: "No! He's wrong! All the paths have poison ivy except for this one here. Come and take the Muslim path and you'll be safe!"

This goes on and on, Hindus, Wiccans, Buddhists, Pagans, with each person insisting that their path alone is the right one. Finally the atheists shake their head, turn around and walk out of the forest the way they came. Given the choice of thirty contradictory religions, they decide their best bet is to do things their own way, rather than take someone else's word for it that they know what's best for their life.

So, to answer your real question: Leave people alone and stop trying to tell them that your path is the correct one, because we're tired of being told that by every idiot with a conversion experence and a randomly chosen holy book.

And I mean that in a nice way, I swear. It just sounds snappy being that it's Internet and all. :)

Intruiging scenario. In my opinion, it depends on the person sitting on the stump. If they are smiling, and occasionally pantomiming singing along with an imaginary car radio or holding an imaginary girlfriends hand, then I would see nothing wrong with letting him sit there. I would expect everyone else to let me die happily, should I be in his situation.

On the other hand, if he looks distraught, worried, serious, etc, then I would tell him. I'd probably offer him a ride, assuming that I had a car, or I would keep him company if I didn't. I would also tell him about his delusion if I thought that he would die painfully, though your description made the death sound short and sweet.
