Two friends and I are interested in traveling to England in July. We are all under 20 years old and we wondering if we should go with a tour group or just have a travel agent arrange a trip for us. We like the idea of planning our own schedule and being independent.

If you are under 20 then I would suggest a tour group. England is not like the US it is also very expensive. The nightlife in the large cities (and even in the smaller ones) can be hectic on the weekends this is a situation where it might be wise to know the culture (although it is not dangerous in anyway - no guns carried by ordinary people in the UK).
If you insist on going independently then in the main stick to the well trodden tourist path; London, Stratford-on-Avon, Bath, York, etc, but get out too into the less well trodden paths, try Wales a good starting point is Cardiff and move on from there.
Generally you will find people friendly and helpful.
But if you are much younger than 20 then to any country a tour group is probably a good introduction to it.

OK what exactly are your ages........I am from the UK and laws are very different than you are used to here in the USA......personally think it would be a bit more rescriting to go with a tour group BUT at least your family would have some degree of peace of mind.

The hostels in the UK YMCA's are pretty good and very safe [this can NOT be said of ones in Europe]

Also it would really hinge on just how grown up you really are [please search long and hard for a true answer to this] for instance if you are from hickstown USA and plan on hitting London with NEVER having had a drink before then OMFG you are heading for HUGE trouble, cos nightlife is fast and furious and ALL available to you but they will smell how naive you are in a heart beat.

As you are young and inexperienced travellers, I would recommend you go with a tour group.It would make better use of your time and money having things arranged for you beforehand.
