Simply put, the whole of creation was cursed by God because of the Original Sin -see Genesis Chapter 3. Ever since then everything alive is dying and that which is without life is wearing out -increasing entropy , the 2nd Law of Thermodynamics. Sin has enslaved all of creation and nothing works as it did at the beginning like God planned. We no longer live in a perfect world, as is obvious. Until the Lord returns and destroys sin, Satan and evil and creates a new heaven and Earth everything is groaning beneath God's curse on sin and awaiting the freedom and purification of the return of Jesus Christ

This means that right now, with Satan as the "god of this system of things", all of human creation are groaning and suffering in this old system of things. There is not one thing on this planet that is making anyone happy. We see the whole world in a turmoil that only God's Kingdom can get us out of. That's why the Apostle Paul penned those words recorded there for us to see that until Jesus would come with that Kingdom, no relief would be found by any human government. He says,"until now", meaning that he realized that the message Jesus spoke about that Kingdom would end all human suffering and restore the earth to a paradise as was originally intended in the near future. That "near future" is very close at hand.

It means the entire creation is no longer what it was created to be, but is in a mournful and sorry state waiting for the restoration that will occur when the foot of Jesus touches the Mount of Olives.

Paul wrote this, when referring to the Gentiles who were struggling with whether or not they were going to repent of their ways, or continue to live non-christian lives. I believe he was attempting to convey, that as we(Believers of God) leave our former lives, it will not be an easy process.
We are to expect trials, struggles, testing, and tribulations as we attempt to live according to God's Word. It will not always be smooth sailing and good times as many False Preachers teach with their prosperity teachings.
However, through complete surrender to God, we will find peace, strength, and grace along the way, and eventually eternal joy when Christ returns.
