Who will the mayor be addressing in the afternoon?

Is this sentence grammatically correct?

Sounds correct to me, if a bit too complicated. "Whom will the mayor address in the afternoon?" is simpler and I think slightly more elegant.

I think there is a missing "to" between addressing and in.
