Does anyone know how to make a simple rocket ,one in which my teacher gives a small engine (size, probably enugh to fit in a small cylinder) I just need to know the best materials for one and how to make the parts...like the body,the fins and the top cone....(this is not a bottle rocket project)

Instead of buying a model rocket, you could design/build one yourself using similar parts.

1) Thin balsa wood sheets and a sharp utility knife to cut out fin patterns.
2) A cardboard tube (eg: from a roll of toilet paper or Christmas wrapping paper). This would be the body.
3) A chunk of light wood (maybe balsa wood) that can be cut into a nose cone. If you have access to a wood-lathe, this would be ideal.
4) Maybe a large piece of cork that can be put in the bottom of the body so that the model rocket engine can be inserted and removed easily.

So those are the parts you can use, the design is up to you. A few things I remember from my model rocket flying days:
* Smooth surfaces present less drag. So make sure your wood surfaces are sanded well before painting.
* Model rocket engines generally have a small charge that blows off the nose cone. You probably want to use a parachute that is attached to the inside of the body and to the nose cone. Also make sure you have some light material like cotton that will prevent your parachute from getting burned.
* Be sure your model is well-balanced. You don't want your rocket going crazy straight off the pad forcing everybody to hit the deck (like you see on America's Funniest Home Videos).

Here's the simplest rocket you'll ever see.

Get a pack of cardboard matches.

Take one of the matches off and cover the burning end with aluminum foil.

Poke a pin hole in the end of the aluminum foil.

Bend a paper clip so that the inner part is at a 45 degree angle to the outer part and set it on a table.

Prop the match on the angled side of the paper clip with the burning side down so that it's pointing 45 degrees in the air.

Light the match and watch it go.

The engine might get hot, so the rocket should have some protection from the heat.

The fins help keep the rocket stable in the air.

The nose cone helps reduce the air resistance, so the rocket will go faster.

The best rockets you can make are with material like Aluminium.
For your project, take hold of an empty toothpaste(spent toothpaste) which is made of Aluminium foil. Clean the inside with water to remove all residual paste inside. Fill it with 3/4 water. Make it to stand erect with space below to heat it up.
Heat it with the mouth covered with the cap. After a few seconds you will see the rocket go high up in the air. Good luck.
