Both my kids were trained and out of diapers before their third birthday. Children should and can be trained at this age.
Once they are three, and still not out of diapers, you need to tell them that they are big kids now and do not need diapers any more. Take the diapers away, put on some underwear, (stay home for a few days) and let them poo and pee all over themselves. Clean them up each time they go, and let them know how you find it quite disgusting. Believe me, they will not like it either! Before you know it, the late dependency on diapers will be over.
Give them a lot of praise once they are using the potty. And don't bother with pull-ups, they keep the child too dry and comfortable when they use them. They need to feel what it is like to pee in their underwear, and they will be using the potty before you know it!
