Human's Do. Not God. In my opinion anyways cause I don't believe in a hell that God created. I believe an individual creates their own hell by the atrocities they do throughout their life in hurting other's.

First off, you have to quit thinking in absolute terms. Satan's realm as well as God's realm are both infinite and mutually exclusive. Secondly, timshel, or human will has the upper hand in the soul game. You, not me, not God, not Jesus, the devil, or Muhammad has the wherewithal to change that. Only an individual has the power to make the choice of right or wrong.

God did nothing of the sort,..... Satan does not rule Hell nor does he have an upper hand in anything. Hell was created for Satan, his angels, the Beast and the False Prophet to be tormented day and night for eternity. It isnt anything like TV, music and comic books tell you.
Satan and Hell are Biblical, if you want to know about them.. read the Bible.

Satan made his own decision not to bow to Adam as GOD instructed his kind and the Angels. Satan made it his mission to disobey as he has free choice too and decided to live eternity to deter us away from GOD hoping we will join him in Hell. GOD gives the consequences of Hell and we have free choice to live that life or a life to prepare for Paradise. Satan will not be in charge of Hell he will be the fuel of the fire.

he didn't he had given Adam and Eve rule over the world and when they did what they did Adam gave that control to the devil...Jesus had to come to earth in human form to regain it back by us giving our souls to Jesus when we are saved and that's why the Devil is running so rampant now, he knows its getting close and he trying to get all he can from serving God, so he will have a lot of company in Hell as he burns too
