I have an HP digital camera, the program says I can do anything but resize it.

There's the GIMP, though that's more along the lines of freeware Photoshop. Available through www.gimp.org.
Google has a program called Picasa that you might find useful: http://picasa.google.com/#utm_source=en-us-more&utm_campaign=en-pic&utm_medium=et
You might also look around the GNU webpage (www.gnu.org), or do a Google search.

your camera should have come with some program that can help you do that. if you dont have it then try downloading picasa.
