with speech therapist they are able to feel the vibrations and form the sounds by also learning how the words form (lip movement, palcement of tongue)...it's a long and difficult process...when a deaf person starts to talk they will encourage them to say anything...even if it's a swear word..i'm 3rd year sign language student and we not only learn the signs but we also learn the culture, history, and medical procedures...we've also seen several videos in class that answer questions like yours...

It's a long and difficult process of feeling the vibrations on a speaker's throat and trial and error until the deaf person comes close to matching the sounds. I think there may be some technology to help with that but I'm not sure.

One way is for them to feel speech in another persons throat as they talk. The fingers are placed in 3 places on the throat and face. Then the person who is deaf practices trying to imitate the speech.

They have trainers that instruct them as to how to make the sounds and then they tell them if he or she is doing it well. If you listen to a deaf person speaking, you'll notice how systematic their pronunctiation is.

Lip Reading is what it's called. It is achieved by honing the ability to closely watch the lips and tongue movements.
