Of course it can. The question is how long will it remain there and what purpose.
Ex: oil well drilling is a hole, but it's kept open by pipe.
Ex 2: dredging is a form of digging a hole but it has to be done a grand scale to stay there. Sometimes needs to be maintained, depending on the currents and conditions.

It can be dug, but costs would be VERY high to acquire the skilled divers/equipment to dig the hole.
What's the reason? If you want to dig a hole in the ocean, find a way to attract investors.
