DO NOT DO ANYTHING TO IT!
All you have to do is rinse him with a little mild soap and water. DO NOT EVER RETRACT HIS FORESKIN! As a baby, his foreskin will still be attached. Retracting it would be like ripping off a fingernail! It would HURT and cause problems for him. Forcing the foreskin back may harm the penis, causing pain, bleeding, and possibly adhesions. It is still attached to keep poop from his diaper out of his penis. When he is around school age he will discover he can retract it. Then he should just retract the skin and rinse with water.

Your son is SO lucky you didn't have him circumcised. Good for you!
Just clean it, wipe it off. Don't try to retract the foreskin. There's no need to clean under there.

by intact you mean uncircumcised, right? if that is the case just take a washcloth with a little soap, pull the skin back a bit and wash. please remember to rinse very well. leaving soap inside the extra skin can cause, well let us just end it there....rinse well!!
