Licking can certainly be discouraged, and your dog's emotional health will be just fine.
The dog just needs to learn that when he licks people, he is denied attention. Stop petting him and push him (gently but firmly) away, and keep doing what you were doing---watching TV, doing taxes, weeding... After a few minutes, after he's forgotten about it, you can pet him again until he tries to lick you.
The hard part will be in getting small children to enforce the rule. You might want to give them a hand as your dog learns.
My family's boxer (very hyper, affectionate breed) never licks people. He does cuddle, bounce around, and false-lick, where he sort of mimes licking my mom without actually slobbering on her. With a giant tongue like his, a licking habit would be a real problem.

Depending on how old your dog is, you can have some success in limiting the licking.

My puppy would do nothing but lick whenever he got near enough to anyone of us in our family! That drove me nuts, especially when he licked my toes!
I immediately started saying no in a firm (not yelling) voice and pushed him away whenever he licked inappropriately. He soon stopped licking my toes and he also stopped licking just for licking's sake!
When he was older, he would only lick in extreme situations, like when my son would get down on the floor with him and wrestle. Rex would start licking my son in the face as a tactic!

The straight answer to this question is you can train a dog when it is appropriate to lick, but not stop altogether.

The dog is licking your family because he loves them. Licking is the dogs way of showing affection. It should not be discouraged.

make a sharp sucking sound of air through your lips (sorry best way i could describe it) when the dog is licking it eventually works if everyone who the dog licks does it

My dog is a Yorkie. She constantly licks. She licks ALL the time. It started to get annoying. All dogs want to please. So they think you enjoy their loveable licks. What I do sometimes to get her to stop is make a loud "yip" noise and then she stops because she thinks that she hurt me. She'll stop licking for awhile.

Try ignoring him when he starts licking you and give him lots of love and attention once he stops.

Every time you see him or her licking blow air on her and say fooie to the dog i know it sounds weird but it works!! trust me!!

tell people to ignore him, avoid making eye contact, he'll eventually stop because he isnt getting attention
